unauthorized used on PayPal

My account with Paypal had an unauthorized usage done on Oct 4th 2020 and a credit card appeared on my account that was not mine. They had acknowledged it but only refunded aprox half of the amount on Oct 12. I have been trying to get it resolved ever since including using their message board and numerous phone calls which i have been put on hold for as long as 5 hours. the last contact with them by phone on Nov 23rd the said they would e mail me with an answer instead i received a phone call from their collection department
